At the end of the day, who ultimately decides if a program/project/large undertaking is a success? The simple answer to this question is that it’s people who decide. They decide based on whether the undertaking met their expectations or not.
Knowing that it’s people who determine success based on their own and collective expectations, it’s possible to see why a project could be considered a failure even if it hit all of this targets, because expectations were so much higher than the project’s targets.
